Laws to protect the disabled against shutoff of utilities?

My son is a parapalegic and has just had surgery on both his hips and backside. The water company wants to shut his water off and he needs it to keep wounds clean. Can they do this? Is there any laws protecting him? His only income is SSI and Social Security. He is 23 years old.
