What role, if any, do you think the school played in Jena 6 case?

As a teacher, I do not support violence. However, I find what the school did and did not do to defuse this situation a disgrace. I live in South- people on site have been saying it was just a rope in a tree." NO, it was a NOOSE hanging from a tree on school grounds! As, a teacher where bullying is against the law- Arkansas- don't know if that's federal law or just state, I just think school should have done more. What do other teachers think?
