How can I make a pencil skirt?

I'm only a beginner and would love to make a waist high pencil skirt. I purchased very stretchy fabric that I would like to use. I have only a very simple idea of how to make one (excluding zippers, etc because the fabric is super stretchy) but I don't know how to sew the seams. Do you cut out 2 panels; one for the front and one for the back, and then just sew them together, so you have 2 seamlines on either side? I'd also like to add a waistband using the same fabric but I'm not sure how to sew it on. If anybody has any suggestions, links to tutorials or any simple instructions on how to make a waist high pencil skirt, it would be greatly appreciated! Thanks :)
